Overview
STEP 7 is the software for configuring and programming SIMATIC controllers, in two generations: STEP 7 in TIA Portal (current version V21) and classic STEP 7 V5.x, which is installed outside TIA Portal. Siemens describes STEP 7 Professional (TIA Portal) as the tool for configuring, programming, testing and diagnosing all generations of SIMATIC controllers.

Siemens' 2015 migration guide (the TIA Portal V13 era) lists Basic for the S7-1200 and Professional for the S7-300, S7-400, S7-1200, S7-1500, WinAC RTX and Open Controller. No table with that detail was found for V21; for a specific CPU use Siemens' compatibility tool.
Tools and languages
Graphical LAD and FBD editors, auto-complete, copy and paste, and project-wide cross-reference lists. According to the same 2015 guide, the languages of STEP 7 (TIA Portal) are LAD, FBD, STL (not for the S7-1200), SCL and S7-GRAPH (not for the S7-1200). System diagnostics needs no additional licence.
Safety
A STEP 7 V21 Basic or Professional licence includes STEP 7 Safety Basic. The safety program is written in LAD and FBD, and the fail-safe CPUs and I/O are configured in the hardware editor. A Hardware Support Package (HSP) may be needed for the devices and their firmware versions.
Classic STEP 7 (V5.x)
The latest classic version seen in Siemens' sources is V5.7 SP4; it is on Siemens' 2025 order list and in its 11/2025 compatibility list (Windows 11 Pro and Enterprise, Windows 10 only Enterprise 2019 and 2021 LTSC, and Windows Server 2019, 2022 and 2025). No date for the end of production or end of support was found for it. Siemens' 2015 migration guide says that, in general, all STEP 7 V5.x programs can be migrated to STEP 7 (TIA Portal), sometimes with adjustments after the migration.
Licensing
Licence keys are installed with the Automation License Manager. A STEP 7 Basic V21 key runs all Basic versions from V11 to V21, and a Professional key runs all Basic and Professional versions. The Combo licence additionally covers classic STEP 7 V5.4 to V5.7 and STEP 7 Professional 2010, 2017 and 2021. A trial licence can be activated once and is valid for 21 days.

What is the difference between STEP 7 Basic and Professional, and which should be bought?
Siemens calls Basic the price-optimized subset of Professional and Professional the tool for all generations of SIMATIC controllers. Basic V21 is confirmed for the S7-1200 and S7-1200 G2; if the project also has an S7-1500 or another controller, Professional is needed. Both include STEP 7 Safety Basic.
Which STEP 7 version does the S7-1200 G2 need?
STEP 7 V21 in the Basic or Professional edition. In the S7-1200 G2 starter kit Siemens supplies STEP 7 Basic V21 (code 6ES7822-0AA25-0YA5) with a CPU 1214FC, and the manual of the G2 F-IO modules says a V21 Basic or Professional licence is needed for the safety functions.
Is classic STEP 7 V5.7 still available?
V5.7 SP4 is on Siemens' 2025 order list with a floating licence, an upgrade and a 50-hour rental licence, and the 11/2025 compatibility list confirms it for Windows 11. No end-of-production or end-of-support date was in the sources examined; check the code's status in the Industry Mall before committing to a customer.
What is the Combo licence?
A licence whose single key unlocks STEP 7 in TIA Portal (V11 to V21), classic STEP 7 (V5.4 to V5.7) and STEP 7 Professional 2010, 2017 and 2021. It suits sites that maintain both generations of controllers.
Can a STEP 7 V5.x project be migrated to TIA Portal?
Siemens' 2015 migration guide says that in general yes, but depending on the commands and special blocks used, adjustments may be needed after the migration. The old software with a valid licence must be installed on the same PC. That guide dates from the V13 era.
Does STEP 7 have a trial licence?
Yes. If TIA Portal is started without a valid key, a trial licence can be activated once; it is valid for 21 days, after which the software runs only with restrictions.
